About the fund
The Community Facility Partnership Fund supports the development, enhancement, and renewal of community facilities in Wellington City and its suburbs. It supports projects from planning to completion, fostering sustainable, accessible, and multi-use facilities through partnerships with community groups, mana whenua, and other stakeholders.
What we fund
The fund provides up to $55,000 annually to support:
Construction and Capital Projects
- Building Renewals – upgrades that extend the life of a facility or improve functionality (e.g. structural work, modernisation).
- Accessibility Improvements – ensuring inclusive access (e.g. ramps, lifts, sensory design, universal access features).
Eligible costs
- Construction materials, labour, and equipment directly tied to the project.
- Capital expenses for accessibility or renewal components (e.g., installing lifts, retrofitting roofs).
Eligibility criteria
To be eligible, applicants must:
- be a legal entity or under a legal entity using a fundholder or umbrella agreement. For example, Incorporated Societies, Charitable Trusts, Limited Companies, Māori entities.
- be based in or delivering benefits within the Wellington City Council jurisdiction.
- Your funding request must be for more than $500.
- Your activity must take place within 12 months of funding approval,
- Your project must align with at least one of the two key priorities and deliver outcomes in at least one activity area of the Tahua Whaihua Hapori Fund.
- You can provide financial information such as audited or reviewed accounts (depending on constitution/rules).
To be eligible, projects must:
- respond to a clearly identified community need, providing a multi-purpose facility that supports a range of activities and meets the needs of local residents
- remonstrate a strong commitment to partnership and co-funding, with Council funding contributing no more than 50% of the total project or improvement cost
- provide evidence of a clear gap or need, showing that there are no existing Council-supported facilities offering similar services in the same area or suburb
- show alignment with the priorities and outcomes of both Tahua Whaihua Hapori and Te Awe Māpara strategies
- prioritise access for multiple user groups, encouraging shared use and wider community benefit.
Projects that meet the above criteria, will then be prioritised based on the demonstration of our 10 Funding Principles outlined in the Assessment Criteria below.

Applications will be prioritised based on the following measures, with weighting applied at the Council’s discretion:
- Community benefit and wellbeing
- Accessibility and equity
- Partnership and funding viability
- Sustainability and adaptability
- Evidence-based decision-making
- Strategic alignment
- Beneficiaries and transparency
- Legislative and practical feasibility
- Community support and access
- Timelines and deliverability
Funding conditions
Allocations dispersed under this fund are subject to the following:
- Disbursement: May be staged over multiple financial years, based on negotiated project milestones.
- Funding agreement: A signed funding agreement, outlining shared objectives, reporting and conditions (e.g. Council oversight).
- Follow-Up: recipients report on completion and 12 months later on usage/outcomes.
What we don't fund
To ensure impact and alignment, the fund does not support:
- Operational costs: Ongoing expenses (e.g., utilities, staff salaries) not tied to capital works.
- Retrospective costs: Work or expenses incurred before the decision date/approval.
- Speculative proposals: Projects lacking evidence of need, feasibility or support.
- Minor repairs: Small fixes (e.g. painting, patching) not enhancing facility life or use.
- Duplication: Projects replicating under-utilised facilities without justification.
