Earthquake remediation on Te Toi Mahana social housing

14 social blocks require earthquake-remediation.

The Council has recently completed seismic assessments across the portfolio leased by Te Toi Mahana which show that parts of the buildings are below the 34% New Building Standard’s (NBS) threshold.

These properties are leased to Te Toi Mahana who manage the tenancies for those that live in these properties.

A building’s NBS performance rating is given based on its seismically weakest part.

The Council has reviewed the latest advice in conjunction with the Ministry of Business, Innovation and Employment (MBIE) Seismic Risk Guidance for Buildings, and concluded there is nothing within the assessments that indicate that these buildings cannot continue to be lived in prior to works being carried out. This is consistent with the approach commonly taken with privately owned earthquake-prone buildings across the city. This advice has also been provided to Te Toi Mahana.

14 blocks with 301 units are affected across six social housing complexes. The blocks impacted are:

  • Berkeley Dallard, located at 46 Nairn Street, Mount Cook
  • 144, 146, 148 Daniell Street, Newtown
  • Hanson Court (Blocks A, C, D and E), located at 80 Hanson Street and 3 Hutchison Street, Newtown
  • Kōtuku (Blocks A, B,C and D), located at 5 Kemp Street and 609 Evans Parade, Kilbirnie
  • Pukehinau (link bridge only), located at 4 Brooklyn Road, Aro Valley
  • Whare Ahuru Flats, located at 16 Glenmore Street, Thorndon.

Current status

The Council and Te Toi Mahana are confirming the remediation timeline.

What's next

All affected tenants have been written to directly with this information and a series of information sessions have been organised for tenants to discuss any questions or concerns directly with the Council and Te Toi Mahana.

The information sessions will take place the week commencing Monday 24 February:

  • Monday 24 February: 12:30pm–2:30pm, PUK community room B block level 4
  • Monday 24 February: 3pm–5pm, BER community room level 6
  • Tuesday 25 February: 11am–1pm, HAN community room
  • Tuesday 25 February: 1:30pm–3:30pm, WHA community room
  • Wednesday 26 February: 5:30pm–7:30pm, KOT community room
  • Thursday 27 February: 5:30pm–7:30pm, The Newtown Park Community Room
