Housing Upgrade Programme (HUP2)

HUP2 includes 52 upgrade projects that will improve social housing quality in Pōneke.

Background

The Housing Upgrade Programme is a partnership between the Crown and Wellington City Council. The first half of the programme (HUP1) was completed in 2019 and saw 2490 upgraded bedspaces and 940 upgraded properties across 62 buildings.

In April 2025, Kōrau Mātinitini | Social, Cultural, and Economic Committee approved the officers’ recommendation for the Housing Upgrade Programme 2 (HUP2). This will see upgrades to 2308 beds across 825 units utilising the 2024/34 Long-Term Plan budget of $437.8m and will deliver warm, dry, safe and secure social housing that meets the needs of Wellingtonians.

HUP2 will provide modern, high-quality homes, delivering a mix of housing types to meet the changing needs of Wellington’s population. It will take 10 years to complete, finishing in 2034/35.

Current Status

20 vacant standalone houses in Southgate, Miramar, Newtown, Brooklyn and Wilton are currently in the process of being upgraded up to modern living standards.

The demolition of the Granville Flats at 559 Adelaide Road, Berhampore has started.

What’s next

Planning will start for 69 new 2- and 3-bedroom properties at Nairn Street, Mount Cook near the Berkeley Dallard apartments.

The planning for the HUP1 seismic remediation projects are underway which will see early investigations starting and follow-up community engagement sessions towards the end of 2025.

These projects will increase the housing stock in the city, which will then create the additional capacity needed to allow tenants to move from properties that will be upgraded, including those that will be seismically remediated.
