Plan Change 1

Plan Change 1 works to improve implementation, clarity and certainty of the plan, respond to matters directed by Council, and update documents incorporated by reference in the District Plan.

The Council is preparing Plan Change 1 to the 2024 District Plan. Its scope is restricted is to:

  • Minor Changes to improve implementation, clarity and certainty of provisions determined in the March 2024 Kōrau Tūāpapa | Environment and Infrastructure Committee meeting.
  • Matters directed by the Kōrau Tūāpapa │ Environment and Infrastructure Committee.
  • Fixing identified minor errors that cannot be addressed using clause 20A of the RMA
  • Updating documents incorporated by reference in the District Plan.

Proposal to update documents incorporated by reference in the Wellington City District Plan

Under Clause 34 of Schedule 1 to the Resource Management Act 1991 (RMA), the Wellington City Council (Council) gives notice of its intention to make changes to documents incorporated by reference in the District Plan. The changes involve:

  1. Replacing references in the District Plan to the Code of Practice for Land Development 2012 with references to the Code of Practice for Land Development 2025.The Code of Practice has been separately updated and reviewed,  based on feedback received. Plan Change 1 will focus updating references in the 2024 District Plan to the 2025 version of the Code of Practice.
  2. Replacing references to the Wellington Water Regional Standard for Water Services v3.0 December 2021 with references to an updated Wellington Water Regional Standard for Water Services v3.1 December 2024. Note that Plan Change 1 is likely to change where some of these references are in the District Plan.
