Pre-application meetings

You can meet with Council staff to discuss your proposal before you submit a resource consent application. We can help you through the resource consent process, discuss any potential issues and review your proposal before you finalise it. This meeting may save you time and money later.


Types of pre-application meeting

  1. Test your ideas
    If you haven’t applied for resource consent before and need some initial advice you may be offered this service. You could be referred by our planning technicians to a free hour-long meeting with a planner. These meetings are intended for customers who haven’t yet approached a consultant or surveyor.
  2. Standard pre-application
    Meet with a planner to receive detailed feedback and notes on your proposal. We’ll schedule the meeting soon after you request it and make sure it meets our quality standards.
    You’ll get most value from the meeting, and receive more considered advice, if you provide the Council with plans and any relevant documents at least 3 days before the meeting.
    You’ll be charged at the standard hourly rate of $155 for staff time spent on the pre-application.
  3. Comprehensive pre-application
    A planner will visit the proposed development site and meet with you on site or at the Council to discuss possible issues, potentially affected parties and mitigations.
    This option is designed for more complex proposals or when you need greater certainty about the consent.
    You’ll get most value from the meeting, and receive more considered advice, if you provide the Council with plans and any relevant documents at least 3 days before the meeting.
    You’ll be charged at the standard hourly rate of $155 for staff time spent on the pre-application.

Deciding which meeting is right for you

You will need a pre-application meeting for complex projects, such as a central area development or multi-unit housing. Simpler projects, such as building a new deck, may only require a quick discussion with our planning technicians. Contact us early on and we can advise if a pre-application meeting is for you, or whether a quick discussion is suitable for your project.

You can have as many pre-application meetings as you like, but we will need to charge you for the time preparing for and holding the meeting, and the time spent documenting your project.

Meeting format

You can bring your advisors (planning, traffic, surveying and so on) with you to meetings. 

To make the most of the meeting:

  • send any information you have at least 3 days before the meeting so we have time to consider it
  • email us beforehand to let us know who you're bringing with you, and if there are any particular issues you’d like to discuss. 

Depending on your proposal type, you may request that other Council specialists attend the meeting, such as an urban designer, traffic engineer or heritage advisor. Alternatively, the Council resource consent planner will discuss with you whether other specialists should attend.  This is to make sure we can answer your questions and are able to raise any issues or concerns early on. 

So we can provide consistent, high-quality guidance, a second planner will peer review the advice we give you.

Note: The quality of advice we can give depends on the accuracy and completeness of the information you provide.

Decisions that can't be made at the meeting

At this meeting the planner cannot advise if your resource consent:

  • will be approved
  • needs to be notified
  • has any affected parties.

We will advise on those points after we’ve received and assessed your application.

After the meeting

You can make a resource consent application at any stage, even if there are any unresolved matters from the meeting.

If you give more information or change the project’s scope after the pre-application meeting, it may have an impact on the Council’s view of your application. For example, if you have enough car parking for all of your new units at the pre-application stage and you remove these before making the application, the Council may change it's view on your application.

As a proposal at the pre-application stage can change or may never be lodged for resource consent, it is not appropriate for any initial information to be given to interested parties. This is because we want to encourage productive and meaningful discussions at the preliminary development stage of the proposal.

Formal decisions cannot be made during or on the basis of the pre-application meeting, and any representations made by the Council are not legally binding.
