Johnsonville old library site redevelopment

The old Johnsonville library site will be redeveloped to deliver quality, affordable housing with activated street frontages.

New Development Partner

Following a competitive tender process, Wellington Holdings Limited has been selected as development partner for the old Johnsonville Library site at 3-5 Broderick Road and 116 Johnsonville Road.

The concept design includes a mixed-use development that will provide 75 new homes and one commercial site, which will help to revitalise the Johnsonville area and add to the city’s housing supply. The design includes a four-level apartment block (63 apartments) and 12 two-bedroom townhouses with private access and gardens. This is a significant milestone in the Council’s Housing Action Plan for Wellington, and commitment to maximising opportunities for more affordable housing supply in the city.

The developer has significant experience and a track record of building quality apartments and houses in Wellington.

Demolition of the old Johnsonville Library building is expected to start mid-2026, subject to getting resource consent. Construction is estimated to commence mid-2026, following the issue of resource and building consent. The build is estimated to be complete by mid-2028.

About the project

Council owns the two properties at 3-5 Broderick Road (which has the old library building on it) and 116 Johnsonville Road and sought a developer to purchase and redevelop the site. 

The old Johnsonville Library site contains the old library building with three former social housing units above and a second building on Johnsonville Road with four former social housing units. The former, old library building on the site is subject to an earthquake-prone building notice and must be either strengthened or demolished by 27 July 2027.

Background

A council decision in November 2023 declared the two sites as surplus to requirements. The Council Chief Executive was given authority to dispose and enter into a development agreement for the development. The site presents an excellent opportunity to provide housing in a well-serviced and connected location.
