Frederick Street Park

We're creating a new public park and open space, that will improve the local community by providing an additional green space in Te Aro.

About the project

The Frederick Street Park will be located on the corner of Taranaki Street and Frederick Street. It will sit alongside the Chinese Mission Hall and Te Kī a Alasdair, a community housing apartment block.

The park will remind us of the former use of this area; both as the historic kāinga and cultivation lands of Te Aro Pā, but also the Chinatown of Wellington from the early 1900s. The park aims to be a space that continues to uphold its role in the coming together of communities, and a place of belonging, with acknowledgement of the layered histories tied to this whenua.

By celebrating our cultural heritage and fostering a sense of unity, we aim to create an inviting green space where people can gather, relax, and enjoy time together.

The park will improve the overall quality of life in our community and acknowledge the history of this special part of Pōneke.

Project priorities

Our main priorities include:

  • partnership with mana whenua – working in meaningful partnership to shape and contribute to the project outcomes
  • increase greening – aligning with our Green Network Plan and Spatial Plan goals for a greener city
  • increase accessibility – creating a space that considers and welcomes all users
  • water sensitive design – considering opportunities for improving wai ora (water health) and storm water management.

Design concept

Designers Len Hetet (Te Āti Awa, Ngāti Tuwharetoa, Ngāti Maniapoto, Ngāti Apa) and Manukorihi Winiata (Te Āti Awa, Ngāti Raukawa, Ngāti Awa, Ngāti Tūwharetoa) from Baked Design, have integrated matauranga Māori, protocols and values into the design.

Artist Kerry Ann Lee, a third generation Chinese New Zealander, has been working with the team on site layout and integration of design features that reflect the Chinese community's significance and connection to this site.

Design update – April/May 2025

We have been working on refining the design for Frederick Street Park with consultants from Local Landscape Architect Collective Ltd (lead Landscape Architect).

We're also working closely with our Transport and Infrastructure team and our Parks, Sport and Recreation team.

Next steps

The project team will start the detailed design process through May-July 2025, which will formalise the details for how the park design will be constructed.

Ahead of construction, officers will be onsite speaking to people likely to be directly affected by the construction, so that we can plan these works around the needs of those most impacted.

We'll then be going out to tender for a contractor to deliver the construction which is expected to start at the end of 2025/early 2026.

Background

Our Green Network Plan has a target of delivering two new inner-city parks for Wellington. This project will be the first new park to be delivered in line with this strategy.

The Te Aro precinct currently doesn’t have enough green space, particularly within southeast Te Aro. The anticipated population growth of Wellington central means that we need more green public open spaces.

By developing more green spaces in areas of expected residential growth, we can deliver ‘density done well’. This ensures a level of service and amenity is available to inner city residents, contributing to their wellbeing and a positive experience of inner city living. The park will also fill a gap in the network of public toilets in Wellington Central, with two accessible bathrooms included in the plan.

Community feedback

In July 2023 we asked Wellingtonians about their concerns and aspirations for the future of Frederick Street Park and received 371 responses.

We also got feedback and insights from the Chinese community, mana whenua, and the community at DCM (Downtown Community Ministry), which we analysed and incorporated into the concept design for the park.
