Pre-qualification supplier requirements

We're introducing a pre-qualification process for our suppliers to streamline how we work together, while ensuring that reducing our city's emissions is a priority.

Suppliers and our emission targets

The indirect value chain (Scope 3) from our suppliers makes up 63.3% of the Council's emissions breakdown. Asking our suppliers to have a science-based emissions target will help us to achieve our city target within our First to Zero climate action plan, which is to reduce our city emissions by 57% between 2020 and 2030 and achieve net zero by 2050.

Council has a goal that by 2028, two thirds of our total spend on goods and services will be with suppliers who have science-based emission reduction target/s.

Apply to become pre-qualified

All suppliers will need to be registered via our online portal by 1 July 2026. Further information will be required for pre-qualification for Tier 1 suppliers to then be eligible to respond to Council Request for Proposals (RFPs). A link to the portal will be coming soon.

Suppliers will be split into two tiers.

  • Tier 1 suppliers are defined as anticipating undertaking over $1 million of chargeable business with the Council over the next 12 months.
  • Tier 2 suppliers are defined as anticipating undertaking between $250,000 and $1 million of chargeable business with the Council over the next 12 months.
