Billing categories

Information on rates billing categories for property and on non-rateable land.

After a property has been classified as either a base differential (includes residential properties) or commercial, industrial and business differential, it is then classified by a billing category and whether it is fully or partially non-rateable.

The billing category indicates the targeted rates a property receives.

The billing categories are as follows:

Non-rateable land

Your property is also classified by whether the land is fully or partially non-rateable.

50% Non-rateable

Includes all land referred to in Part 2, Schedule 1 of the Local Government (Rating) Act 2002. This land is 50% non-rateable in respect of the rates that apply, with the exception of targeted rates for sewerage and water for which this land is fully rateable if the service is provided.
