Urban Liaison Officers are part of a new frontline team introduced through our City Safety and Wellbeing Plan – a major initiative focused on creating a safer, more inclusive, and well-managed central city.
This team plays a key role in delivering on the plan’s goals by providing a proactive, visible, and professional presence across the city centre.
Urban Liaison Officers help prevent harm. They will respond to emerging issues, and strengthen coordination between Council services, Police, outreach providers, and the business community.
All officers are warranted under the Local Government Act. This gives them the authority to enforce Council bylaws related to public behaviour and street activity.
But their role is much more than enforcement. They are trained in de-escalation, community engagement, and supporting vulnerable individuals through compassionate and well-connected responses.
You’ll regularly see Urban Liaison Officers walking key precincts, checking in with local businesses, and responding to issues as they arise. Urban Liaison Officers act as a vital bridge between the community and the agencies working to keep Pōneke safe and welcoming.
The establishment of this team is a cornerstone of our city-wide effort to:

- ensure everyone feels safe and supported in the heart of our capital.
