Multi-year funding
Organisations whose work aligns with the Council’s strategic or policy goals may be eligible for multi-year funding. They typically have a proven track record of successful delivery aligned with Council objectives.
These organisations are vital to the city’s identity and contribute to the long-term resilience of Wellington’s community infrastructure.
Organisations supported through this funding stream typically:
- Are well-established and demonstrate long-term sustainability with Council funding support.
- Are considered an integral part of Wellington’s infrastructure or maintain a strategic. partnership with the Council.
- Deliver outcomes in which the Council has a strong interest, while retaining operational independence.
Having a clear partner relationship with the Council strengthens an organisation’s eligibility.
Funding is generally offered in 3-year contracts, with agreed milestones and performance measures reviewed annually. Each successful organisation is assigned a dedicated relationship manager to monitor progress and this is reviewed at the end of the agreed funding cycle.
Application process
Opportunities to apply will be by invitation only, with invitations expected to be issued in 2026. More information about the timing and process will be shared closer to the opening date.
Organisations are typically invited to apply based on a proven track record of delivering initiatives that strengthen community safety, wellbeing, and neighbourhood resilience. These organisations actively integrate te ao Māori, prioritise accessibility and inclusion, embed climate action in their work, and demonstrate meaningful community engagement. They are trusted to deliver public value through effective delivery, responsible management of funding, and outcomes that align with the Council’s strategic priorities for Pōneke.
Monitoring and reporting
All funded organisations must report on key matters, including health and safety incidents or notifiable events.
The Council’s relationship management framework includes:
- Criteria-based engagement levels between the Council and funded organisations.
- Consistent monitoring and reporting requirements.
- A clear escalation process if/when issues arise.
Higher levels of monitoring apply to organisations that:
- Provide social services or work with children and young people.
- Receive more than $250,000 in annual Council funding.
- Have been identified as strategic partners or requiring additional support.
Assessing a contract’s health
All organisations with multi-year contracts will have their performance monitored. The Council uses a RAG (Red, Amber, Green) assessment system.
- Red: Significant issues are impacting the contract or service delivery agreements.
- Amber: Some concerns exist, but the contract remains manageable.
- Green: No concerns or only minor issues.
These assessments consider events that could impact an organisation’s ability to deliver key agreed services, including:
- Service reductions or cancellations.
- Declining participation or user engagement.
- Serious health, safety, or property issues.
- Performance against agreed outcomes.
- Financial accountability for Council funds.
- Changes in other funding streams.
- Governance or staffing challenges.
RAG assessments help the Council identify where targeted support may be needed to ensure service continuity and accountability.
