Utilities

There are number of organisations and private contractors involved with road works in Wellington.

These include utility companies such as electricity, gas and telecommunications as well as private companies contracted through various business units within the Council.

The Council's Customer and Compliance team is responsible for overseeing all work on the city's roads.

Utility operators regulations

A utility operator is the recognised owner of the utility network, also referred to as:

  • electricity operators (as defined in section 2(1) of the Electricity Act 1992)
  • gas operators (as defined in section 2(1) of the Gas Act 1992)
  • telecommunications network operators (as defined in section 5 of the Telecommunications Act 2001)
  • a local authority (as defined in section 5 of the Local Government Act 2002) or any person acting on behalf of a local authority in relation to that infrastructure - for water and wastewater infrastructure
  • a postal operator (as defined in section 2(1) of the Postal Services Act 1998) - in relation to public letterboxes.
