Re-imagining Toi Pōneke Arts Centre

Toi Pōneke Arts Centre has been re-imagined to better support Wellington’s arts and creative sector.

Toi Pōneke is moving to 3-6 Market Lane – a portion of the property located on the corner of Cable Street and Market Lane.

We’re excited to announce that Toi Pōneke Arts Centre has found a new home at 3-6 Market Lane, Wellington. 

We'll be occupying a portion of the building on the corner of Cable Street and Market Lane. The opening will be in June 2026.

The building will play a key role in bringing our new Ngā Tuapapa Taketake (foundation baselines), Moemoeā (Vision), and Tuakana-Teina Kaupapa to life. These were developed with mana whenua and with input from the creative sector over the last few years.

Our new whare

Market Lane is a seismically sound, character property with high stud heights and plenty of natural light. Toi Pōneke will offer 1,959m² of floor area across three levels, featuring artist studios, offices, multi-purpose spaces, including dance and drama spaces, a gallery, and cultural space, and display areas throughout the building.

While the new building is smaller than the current premises the building has been designed for flexible use, accommodating a variety of art forms. We’re confident that this new space will allow Toi Pōneke to continue to foster a vibrant and interconnected arts community.

The re-imagining of Toi Pōneke carefully considered the presence of other arts providers and facilities across the city, acknowledging that a Council-operated arts centre cannot meet all sector needs.

The new model ensures that Toi Pōneke can continue to play a significant role in supporting Wellington’s creative ecosystem, while operating within the financial parameters set out in the Council’s 2024-34 Long-term Plan.

Key dates

27 August 2025: Applications open - 9 artist studios, 6 arts offices, 1 workshop space (Market Lane).

28 September 2025: Applications close.

November 2025: Applicants notified of outcome.

May 2026: Tenants move in - date will be confirmed alongside the application process.

Early June 2026: Final day for tenants, users, and business as usual at Abel Smith Street, followed by a whakamoe.

June 2026: Market Lane opening ceremony, hireable spaces available.

Applications

Applications for artist studios, arts offices, and a workshop space, in the new Market Lane premises will open on 27 August 2025 and close on 28 September 2025.

Applications will be open to arts organisations, and Wellington-based artists. Applications must align with our Tuakana-Teina Kaupapa and one or more of the Council’s Aho Tini 2030 Strategy focus areas.

Background

Through the Aho Tini 2030 Arts, Culture, and Creativity Strategy, developed in collaboration with the creative sector in 2021, we're committed to supporting artists and creative organisations in the city and developing pathways for artists.

The Council has operated Toi Pōneke Arts Centre since 2005.

Much has been achieved at Toi Pōneke, but the building has some challenges and difficulties, including poor accessibility, and by nature of its layout it has struggled to facilitate effective collaboration and community networking.

The following specific action was agreed in the Aho Tini 2030 Arts, Culture and Creativity Strategy Action Plan 2021-2023: “Further develop how Toi Pōneke Arts Centre can continue to support the arts and creative sector, including partnership and co-location opportunities, and support incubation opportunities and emerging artists.”

Ngā Tuapapa Taketake

The baseline activities of the re-imagined Toi Pōneke are :

  • Toi Pōneke is grounded in mana whenua kawa and tīkanga, and operates as a Tīriti-led facility. Toi Pōneke activities align with the outcomes of Tākai Here and the Tūpiki Ora Strategy.
  • Everything that Toi Pōneke does contributes to the outcomes of the Aho Tini 2030 Arts, Culture and Creativity Strategy
  • Toi Pōneke will visibly operate as a Wellington City Council facility aligned with the outcomes in Te Awe Māpara Community Facilities Plan 2023.
  • Toi Pōneke will be inclusive and physically accessible for all communities.

The re-imagined Toi Pōneke vision is: A catalyst for the growth and development of Wellington artists.

The Kaupapa

The kaupapa of our re-imagined Toi Pōneke is to create a vibrant space that nurtures collaboration, creativity and cultural exchange among artists of all generations using the tuakana-teina concept.

“Ehara taku toa i te toa takitahi, engari he toa takitini” - my strength is not that of an individual, but that of a collective.

Project timeline

  • 28 September 2025: Applications close.
  • 27 August 2025: Applications open for limited term license to operate artist studios, arts offices, and a workshop space in our new premises at 3-6 Market Lane in June 2026.
  • June 2025: Announcement of a new home for Toi Pōneke. We will be moving into 3-6 Market Lane in June 2026.
  • Quarter 1, 2025: A comprehensive plan is being developed to deliver the outcomes of the re-imagined Toi Pōneke. This includes developing new policies, systems and processes.
  • July-December 2024: RTP next steps – In partnership with mana whenua and creative sector representatives, we designed a re-imagined Toi Pōneke model, to support Wellington’s creative sector. The mahi considered the feedback gathered from the Toi Pōneke community, mana whenua, tangata whenua, the Wellington creative sector and Council staff over the last few years. We presented the Ngā Tuapapa Taketake (foundation baselines), Vision and Tuakana-Teina Kaupapa in December 2024.
  • 26 June 2024:  LTP budget confirmed – The Council’s Long-term Plan 2024-34, which outlines how the Council intends to invest for the next 10 years, was adopted on Wednesday 26 June. The LTP 2024-34 includes funding for the Re-imagining Toi Pōneke (RTP) project.
  • 12 April-12 May 2024: LTP consultation open – The Long-term Plan consultations were open to the public.
  • June-July 2023: Developing LTP recommendations – We developed recommendations for the Long-Term Plan.
  • March-July 2023: Wider creative sector engagement – Wider creative sector engagement through wānanga, talks, and a survey to inform the next stage of design. A summary of this engagement can be found on our engagement website Lets Talk.
  • October 2022-January 2023: Collating data – We gathered the data from the current state analysis along with what we knew from Aho Tini 2030 to understand more about the gaps in service provision and the opportunities for Toi Pōneke.
  • July-December 2022: 'Current' State analysis – Research with Toi Pōneke community, research into other arts centre models globally, workshops with key sector stakeholders to understand more about the current issues with Toi Pōneke.
