Proposal to update documents incorporated by reference in the Wellington City District Plan
Under Clause 34 of Schedule 1 to the Resource Management Act 1991 (RMA), the Wellington City Council (Council) gives notice of its intention to incorporate by reference in the Wellington City District Plan these two documents available for inspection online:
The District Plan is Council’s main RMA planning document. It controls where activities can be located and how land can be used, developed and subdivided.
The Council is preparing to notify Plan Change 1 to the 2024 version of the District Plan. As part of the plan change, the Council proposes to remove District Plan references to the Code of Practice for Land Development 2012 and add references to an updated Code of Practice for Land Development 2025. Likewise, the Council proposes to remove District Plan references to the Wellington Water Regional Standard for Water Services v3.0 December 2021 and add references to an updated Wellington Water Regional Standard for Water Services v3.1 December 2024. Plan Change 1 is likely to change where some of these references are in the District Plan.
Copies of the material are available on request to view and obtain copies at Council offices at 113 The Terrace, Wellington during working hours.
People can comment on the proposal to incorporate these documents by reference into the District Plan by 17 June 2025. The Council will consider any comments received and include any changes in the package of material when Plan Change 1 is notified. It is expected that this will occur later in 2025.
Plan change 1 to Tranche 1 decisions
The Council is drafting up Plan Change 1 to the 2024 District Plan. Its purpose is to:
- Improve implementation, clarity and certainty of provisions determined in March 2024;
- Respond to matters directed by the Kōrau Tūāpapa │ Environment and Infrastructure Committee;
- Fix identified minor errors that cannot be addressed using clause 20A of the RMA; and;
- Update documents incorporated by reference in the District Plan.

Tranche 2 decisions
Please note that Tranche 2 of the Proposed District Plan (hearing streams 6-11) content is still being heard and deliberated by Commissioners, who will provide recommended decisions to Council in early-mid 2025.
