Offer a way to public to oppose an ePetition

Petition details

We wish to petition the Wellington City Council to change their website so that you can either sign an ePetition or oppose it.

Background information

When a petitioner creates an ePetition to raise a concern, it is currently impossible for the public to say they are opposed to that petition after they've read its content. As a way to improve local democracy, I think it would be interesting to be able to say "nay" to an ePetition, exactly like when the council makes a public consultation and one can either oppose or favour a proposal.
