I firmly believe that making it compulsory to reverse INTO an area where you are parking will considerably reduce the accident and injury rate for toddlers, cyclists, and other cars.
By reversing into a park you have to drive past the area first. You can SEE if it is clear of children or objects. You then reverse INTO it in a safer manner. When you then drive out, the field of vision is a lot clearer.
If you reverse out of a park, even if you have walked around the car first, you are ALWAYS reversing into a blind area.
On private property you should always reverse into the parking area.
