Background information

The Shop Trading Hours Act 1990 s4B provides for shops to be open on Easter Sunday if the council has an Easter Sunday Trading Policy. 44 councils in NZ have such policies. The current position is inconsistent with the religious demographics of the city. The 2018 Census showed 53.2pct no religion while 31.4pct Christian. An Easter Sunday Policy for WCC would be a prime example of democracy in action and something that reflects the diverse population. The policy does not infringe on worker rights
