The Emissions Trading Scheme will add costs to the landfill operations
The ETS will add costs to activities that create greenhouse gas emissions. For example, the Council's landfill operations will incur costs for their methane emissions. The ETS will also raise the cost of fossil fuels like oil and so increase the Council's costs.
Offsetting this, the Council has 1,300 hectares of qualifying forest that could generate 'carbon credits'.
The draft policy covers managing landfill liabilities, cost recovery, managing forest assets and liabilities, the trading of emission units, and financial implications of the ETS.
Any proposed fees or rates increases because of the ETS would be consulted on in the draft Annual Plan process.
