Te Kāinga Aroha

Wellington City Council’s affordable rental programme.

The first building in the Te Kāinga programme, Te Kāinga Aroha is located in the heart of the city centre at 195 Willis Street and provides 52 apartments. Close to transport links and all the great amenities the inner city has to offer.

With a range of one, two and three bedroom apartments there is something to suit everyone.

Apartments come with a fridge, oven, washing machine and dishwasher included. Tenants will also have access to free WiFi, rubbish disposal and bike storage, making inner-city living even more convenient. 

Target group

The aim of the Te Kāinga programme is to provide secure, affordable and long-term rental accommodation in Wellington that can be accessed by those on lower to medium incomes who are employed in essential public service sector roles and may otherwise find it difficult to access appropriate housing options in the city.

Priority criteria for apartments

Applications for the apartments will be prioritised based on the following criteria.

  • People who work in, or are qualified for and intend to work in an essential public sector role.
  • People on a low-to-medium income (under $85,000 for an individual and $130,000 for a group) who have difficulty accessing rental housing in Wellington City and are not eligible for income related rent.
  • Do not own their own home. 

Those who meet all the criteria are the highest priority for these apartments.  We will review this criteria over time to ensure the programme continues to meet the needs of the city.

Where there is more demand than we have available units, applicants will be selected by ballot. 

Rents

Rents are assessed against the Wellington Housing Affordability Model that helps us understand what housing is affordable and for whom.

Rents will be assessed annually.

Rent increases will be kept to a minimum and only when it is necessary to ensure the programme continues to have no impact on ratepayers. Increases will not be linked to market rent.

This means the apartments remain more affordable than private market rentals over time. This gives our tenants added financial certainty as well as security of tenure.

Council has committed to delivering 1000 Te Kāinga rental apartments in the next five years.
