We asked for your feedback about granting five fresh leases on Wellington Town Belt land and two grazing licences on Reserve land for existing tenants. 

We’re considering granting five fresh leases on Wellington Town Belt land and two grazing licences on Reserve land for existing tenants as detailed below:

1. Applicant: Wade Street Community Tennis Club Incorporated (existing tenant)  
Description: The Tennis Club maintains a single tennis court in Te Ahumairangi Hill
Location: Site 0878, Weld Street, Te Ahumairangi Hill (Town Belt)
Legal Description: Part of Lot 1 DP 8709 in the Record of Title WN12D/1439
Lease Type: Ground lease
Leased Area: 700m²
Permitted Use: single tennis court
Lease Fee: $819.40 per annum + GST
Term: 10 years with one renewal term ten years

2. Applicant: Wellington Smallbore Rifle Association Incorporated (existing tenant)
Description: The Rifle Association enables existing and new shooters to safely enjoy the sport of target shooting through coaching, training, competitions and firearms safety
Location: Site 0874, Mount Albert Park (Town Belt)
Legal Description: Part of sec 1 SO 747197 and part of Part Lot 1 DP 8754
Lease Type: Ground Lease 
Leased Area: 533 m² 
Permitted Use: Clubroom and indoor target shooting range
Lease Fee: $734.60 per annum + GST

3. Applicant: Innermost Gardens Incorporated (existing tenant) 
Description: Innermost Gardens demonstrate urban permaculture in action, facilitate urban food networks and maintain orchards, beehives, composting and living sculptures.  Innermost also host a number of public events including community dinners.
Location: Site 0868, 141 Elizabeth Street, Mount Victoria (Town Belt)
Legal Description: Part of DP 33290 and part of sec 1 SO 476360 contained in part of 742966
Lease Type: Premises Lease and licenced area
Leased Area: 186m² and 2,924.4m² 
Permitted Use: Community use relating to gardening and recreational activities
Lease Fee: $305.04 per annum + GST
Maintenance Fee: $6,571.16 + GST
Term: 5 years with one renewal term of 5 years

4. Applicant: Wellington National Hockey Stadium Trust (existing tenant) 
Description: The purpose of the Trust is to provide quality turfs and facilities to meet the needs of hockey and to have more children and adults enjoying the hockey experience in Wellington.
Location: Site 0874, Mount Albert Park (Town Belt)
Legal Description: Section 1 Survey Office Plan 474197
Lease Type: Premises and land Lease, with licenced area
Leased Area:  1289.2 m² 
Sublease: Sporting Edge Limited for the provision of a pro-shop for members and visitors (three year term)
Sublease: Jason Neilson for the provision of catering for members and visitors (three year term)
Permitted Use: Hockey Clubrooms and practice turf
Lease Fee: $670.20 per annum + GST
Maintenance Fee: $16,451.25 +GST
Term: 10 years with one renewal term of 10 years
Special Provision: The Trust will provide an agreed signage plan for approval prior to any sign being erected.

5. Applicant: Wellington City Light Horse Club (existing tenant)
Description: The Horse Club maintains two licenced sites, educating and engaging families about equine ownership and sports.
Location: Site 0598, land at Houghton Bay Road, Sinclair Park and Play Area (Reserve)
Legal Description: Lot 211, 213, 282, 283, 284, 285 and 286, on DP 171, Lots 2-5 DP 19203 and Part Lot 1 DP 17040 being part of the land comprised of and described in Record of Title WN780/98
Lease Type: Ground Licence 
Leased Area: 7,611 m² 
Permitted Use:  Horse grazing
Lease Fee: $500 per annum + GST
Term: 5 years with one renewal term of 5 years

Permitted Use:  Horse grazing
Lease Fee: $500 per annum + GST

7. Applicant: Cook Islands Society Incorporated
Description: The Society acts as a hub for Cook Island Māori community – promoting and supporting Cook Islands language and culture by providing a cultural gathering space.   
Location: Site 0382, land at Rugby League Park (Town Belt)
Legal Description: Lot 1 on Deposited Plan 42773 and contained in part of Computer Freehold Register 742981
Lease Type: Ground Lease 
Leased Area: 915.5m2
Permitted Use: Clubrooms 
Lease Fee: $973.70 per annum + GST
Term: 10 years 
Special Provisions:
i. An agreed maintenance plan is to be submitted prior to the lease being executed.
ii. The Lessee will develop its predominant activities to comply with the recreation requirements of the WTBA and WTBMP.

Documents

If approved the provisions of the Wellington Town Belt Act 2016 and the Wellington Town Belt Management Plan 2017 will apply and the Reserves Act 1977.
