Make it a dog’s right to bark during daylight hours

This petition is to stop the Council from enforcing rules on pet-owners which aim to stop dogs barking during the day in response to complaints. Dogs should have a right to bark during the day while owners are working. Complaints on dogs barking should only be responded to if the dog is barking at night, and therefore hindering sleep.

Background information

If a complaint is made about a dog barking the council has the power to force dog owners to lock their dogs inside every day or place unethical electric collars on their pets to stop them from barking. Dogs naturally bark when they are left alone and most owners need to leave their dogs home alone at some point during the day due to other commitments. The Council disregards the rights of the animal and the pet-owner when it dictates to them on how their dogs can and cannot live.
