Any development, subdivision or other proposed use of a site must be assessed against the Council's District Plan.
The District Plan contains rules about different types of activities in different parts of the city. Anything not permitted by the Plan requires a resource consent, which will be for either a land-use consent or a subdivision consent.

Summaries of the general rules for inner residential and outer residential areas are below.
Activities that may require a resource consent are, for example:
- building a new deck close to a boundary
- planning a new multi-level apartment building
- setting up a work-from-home business
- subdividing a property
The Resource Consent Process
Resource consent applications take 20 working days, provided all the necessary information is included and your proposed project does not need to be notified.
An application will follow one of three procedures; non-notified, limited notified or publicly notified.
The Council monitors projects it has issued resource consents for. It also investigates building work that may be breaching the District Plan rules by not having the necessary consents. If you are concerned a development may not comply with the District Plan, contact us as soon as possible.

Applying for a Resource Consent
You, or someone representing you - such as a builder, architect, surveyor or planning consultant - must complete an Application for Resource Consent and take, or post it, to the Council's Development Guidance Team.
There is a fee for processing applications, and a deposit must be paid with your application. The fees for different types of applications are outlined in the Resource Management Fees web page in this section. Further costs may be incurred during processing, which are charged for after processing completion. A consent monitoring and supervision fee of $180 per land use consent may also be required, to be paid with your application.
Heritage Resource Consent Fee Reimbursement
The Council will reimburse resource consent fees to owners of listed heritage items or items in listed heritage areas. Details on eligibility and assessment criteria can be found on the application form.

Pre-Application Meeting
Pre-Application meetings are an optional step in the resource consent process. They are an opportunity for you to meet with Council staff and discuss your project.
