The Council is planning for a small neighbourhood centre in Churton Park. It is planned for the corner of Lakewood Avenue and Westchester Drive and will provide a heart and focal point for Churton Park.

Churton Park residents asked for a neighbourhood centre to be included in the Northern Growth Management Framework.

Location

The land at the corner of Lakewood Avenue and Westchester Drive was set aside by the developer in the 1970s when the area was first developed and zoned commercial.

The site is still vacant, but in the 1990s all vacant land in the city was zoned back to either residential or rural use. The site is ideally located to become the heart of Churton Park.

Design

The Council has developed the Churton Park Village Concept Plan. This is a village-style plan with places for a supermarket, medium density housing, retail, commercial, healthcare and community activities. It also includes open spaces, a public park and parking.

Provision is made for future development of community facilities such as public toilets, day care, and community rooms and activities. Commercial, retail or community buildings must have display windows and verandahs along the street edge.

The public park, open spaces and parking areas will be landscaped. Activities bordering the public park (including parking) must connect with the park to ensure that it will be a safe place to be.

The concept plan has been developed on urban design principles to ensure that a workable, quality village centre is developed.

The village centre will be developed by private developers following the guidelines of the concept plan.

Initial Consultation

Consultation on what people would like in the proposed Churton Park Neighbourhood Centre was carried out in May and June 2006.

Consultation involved sending out 2000 questionnaires to households in Churton Park and Glenside. The questionnaire asked residents what they would like in their neighbourhood centre and presented a list of activities.

A total of 341 responses to the questionnaire were received by the end of the consultation.

Proposed Plan Change

The Council publicly notified Proposed District Plan Change 60: Churton Park Suburban Centre Rezoning on 13 September 2007.

The plan change proposes to:

  • rezone the site from Outer Residential to Suburban Centre, but keeping a small rectangular portion on the western side of the site as Open Space A zone
  • introduce a new policy, the concept plan and rules to guide the development of the village.

The plan change rules require resource consents for all development and subdivision. Applications for resource consent will be assessed against the guiding principles detailed in the concept plan. Based on urban design criteria, these principles are designed to guide development and ensure good design in the village centre.

A hearing will be held on Tuesday, 18 December 2007, in Committee Room 1 (101 Wakefield Street, Wellington). The hearing is open to the public, but only those who have lodged submissions may speak.
