Northern Growth Management - Newlands Town Centre

Newlands town centre could:

  • become a thriving place with a range of shops and services
  • have a safer and more attractive pedestrian environment
  • provide improved public spaces and more housing choice.

However, there are obstacles to be overcome and improving the town centre will be a long-term process and will depend on attracting investment.

Wellington City Council, in consultation with the community, is developing a long-term plan that will help realise the area's potential.

Background

The Northern Growth Management Framework, developed in 2003, identified the need to redevelop and improve the Newlands town centre. It also identified the need for a new community centre in Newlands - this was completed in November 2008.

Public Consultation

2006 Initial Draft Plan

The public were consulted on an initial draft plan in November 2006. There was good support for the plan, but many submitters asked for it to be more ambitious in terms of redevelopment ideas.

Current Consultation on Revised Draft Plan

We have now developed a revised draft plan for the Newlands town centre area and are looking for feedback from the public. The plan suggests key principles to help guide change and identifies a mix of possible development opportunities:

The plan has two draft concept plans which show the vision over different time frames. The short-term vision looks ahead five years and includes:

  • a potential supermarket development
  • car parking and public space improvements in and around the main shopping area.

The long-term vision looks ahead 20 years and presents development ideas. The outcome will depend on the development plans of private landowners, but the aim of the plan is to allow and help guide private investment.

Public Input

The deadline for feedback is 5.00pm Friday 11 December 2009.

Newlands Area Parks & Reserves

The Council is also currently consulting with the public on proposals to help increase the quality of parks and reserves in Newlands, Paparangi, Grenada Village and Woodridge.

Road Stopping

The Council has received a road stopping application to help with the proposed supermarket development. A public consultation on this will be held - probably in late 2009 or early 2010.

Next Steps

When the current consultation has closed:

  • the feedback will be collated and analysed
  • the plan will be reviewed and amended
  • a final Newlands Centre Plan will be put to Council's Strategy and Policy Committee for adoption in early 2010.
