Kilbirnie town centre is a significant suburban area. Strategically located on the transport corridor between the airport and the central business district, the town centre performs an important role as an employment and services hub for the southern and eastern suburbs.

With the help of the local community and businesses, the Council is developing a plan aimed at revitalising the town centre and creating an attractive, vibrant, people-friendly and prosperous part of Wellington city.

The plan will include a vision statement and a concept design showing how the town centre can be transformed, and an action plan identifying what needs to be done.

Study Area

The plan will focus on the Kilbirnie town centre and the immediate and surrounding residential and recreational areas.

Information will also be gathered on larger scale issues such as the transport network to make sure there are links to activities and developments in the southern and eastern suburbs.

Vision & Design Workshops

A series of public workshops took place in July and August 2009 to help develop a vision and design concept plan.

Workshop highlights included:

  • stakeholder interviews aimed at understanding key perspectives and issues in the study area
  • identification of key principles and values for the town centre
  • presentations on the implications of different starting directions
  • interactive 3-D modelling of development scenarios which were then critiqued and discussed

Issues & Opportunities

Some of the issues that will be looked at include:

  • increasing employment, economic development and housing options
  • the role, function and extent of retailing in the town centre
  • enhancing public transport
  • improving pedestrian and cyclist facilities and safety
  • improving traffic flows and parking
  • creating quality public places and improving building design
  • guiding infrastructure upgrades.
