The Local Electoral Act 2001 requires all local bodies to review their representation arrangements at least once every six years. This process is called the Representation Review.
The Representation Review requires the Council to determine whether its Councillors are to be elected:
- by the electors of the district as a whole (ie city-wide), or
- by the electors of two or more wards, or
- a combination of both.
The Review also decides the number of Councillors to be elected.
As part of the process, the Council is also required to review the operation of existing community boards and to decide if more community boards should be established.
2006 Review
The Council undertook a representation review in 2006, in time for the 2007 local body elections. The results of the review, determined by the Local Government Commission, came into force at the 2007 elections.
The following boundary changes were made as a result of the review:
- The suburb of Roseneath was transferred from the Lambton Ward to the Eastern Ward.

Although the Council is not required to carry out its next representation review until 2012, in time for the 2013 local body elections, it can carry out another review in time for the 2010 elections if it so chooses.
