I am petitioning that a by-law be passed requiring all dogs of medium/large breed, and all dogs of mixed breed larger than an agreed size (say larger than a typical jack Russell fox terrier), to be muzzled at all times when in public.
Background information
This requirement must pertain for all such dogs whether or not they are known to be dangerous or have a history of aggression. This simple measure will prevent tragic incidents like the recent mauling of the young Japanese child in the bay of plenty, as well as the killing today 22 march 2014 by a pit bull of another dog following the release of the pit bull from the Napier pound. acc receive over 10000 claims per annum in relation to dog bites.
